The Association of Elected Representatives of African Origin (AEOA) is deeply saddened by the alleged suicide of Nelson, a 15-year-young Black teenager, at Ottweiler Prison in Saarland (Germany). According to press reports, this tragic event occurred on 1 August 2025.

What happened?

According to some reports, Nelson had been suffering from hunger for a long time and had therefore taken sweets from other cells. However, fellow inmates report serious violence and ill-treatment by prison officers. In protest, 17 inmates refused to return to their cells after their walk.

Suspicion of institutional racism

If the suspicion of institutional racism is confirmed, there must be structural consequences and those responsible must be held accountable.

At the same time, the incarceration of a minor raises questions about possible failures in youth welfare.

Why was he incarcerated?

Nelson’s death raises serious questions: Why was a 15-year-old incarcerated instead of being placed in an appropriate prevention or care facility? For us, one thing is clear: prevention comes first. 

A 15-year-old has no place in a prison!

Our expectations 

We demand a thorough, independent and transparent investigation into this incident, particularly into the accusations of racism made by fellow inmates. In addition, it is necessary to review youth welfare practices, particularly with regard to the social and psychological support provided to young people at risk.

The death of Black people in detention is unfortunately not uncommon. 

It is therefore all the more urgent to put in place effective protection mechanisms, independent complaint structures and mandatory anti-racism training in all relevant institutions.
